Sorry, didn’t understand what you were after. As to DJT ‘acting’ ...well, it doesn’t seem like he was acting a part per se. But sticking to a plan...different skill set. I think he’s totally capable of doing what he needs to do to execute a plan.
Yes, I think that it would be near impossible to evacuate Manhattan in a dire emergency situation. Not nearly enough tunnels and bridges off of the island.

All the negative perception can be erased with news that large sections of the Wall are going up.
I’m actually not too worried. There’s plenty of time before the midterms to recover any perceived lost face.
And there’s plenty of time for the President to maneuver for his goals.
