Had you taken the time to read the actual article you would note that the trunk was open and the perp was armed with a gun. One might consider the possibility that the gun was either fired at the responding officers or at least pointed at them. Either scenario means this is a justified shooting. This will be revealed pursuant to an actual investigation. One may want to withhold judgement until then.
And no, cops don’t have to wait to be fired upon to use deadly physical force, nor should they.
