I’ve always thought it was really paper for the Iranians to print their own hundreds. They’re thought to have an Imbroglio press for 20yr+, just need hologrammed paper stock, the plates and the ink, with the ‘safe’ serial # s to use.

I am not sure, but I am pretty positive that someone from Treasury could arrange it.

When I was flying in the military, I would sometimes fly with pallets of cash. Disaster relief missions, but others as well. It can be done. Even on somewhat routine missions, we would have a finance officer who could possess six figures in cash (in those countries that would not take our fuel credit card, or had us pay "landing fees", etc).
