At the time I was full of questions. Where did the money come from, how do you get that much money in cash? Why cash? And who the heck was Obama that he could send $1.7 billion dollars in cash anywhere without someone in the government saying it was okay?

I am not sure, but I am pretty positive that someone from Treasury could arrange it.

When I was flying in the military, I would sometimes fly with pallets of cash. Disaster relief missions, but others as well. It can be done. Even on somewhat routine missions, we would have a finance officer who could possess six figures in cash (in those countries that would not take our fuel credit card, or had us pay "landing fees", etc).

That’s interesting. I can see DOD having cash for troops and operations.

I did not realize disaster relief was cash. I guess if I had thought about it, it would make sense. In a disaster no one is going to take an iou.
