I am not sure, but I am pretty positive that someone from Treasury could arrange it.
When I was flying in the military, I would sometimes fly with pallets of cash. Disaster relief missions, but others as well. It can be done. Even on somewhat routine missions, we would have a finance officer who could possess six figures in cash (in those countries that would not take our fuel credit card, or had us pay "landing fees", etc).
That’s interesting. I can see DOD having cash for troops and operations.
I did not realize disaster relief was cash. I guess if I had thought about it, it would make sense. In a disaster no one is going to take an iou.
