Good! Let them get frostbite.
On reconsideration, they’ll get frostbite because they’re too full of alcohol and drugs to even be aware of the cold until real damage has set in. They’ll eventually pack the local ERs, getting in the way of real emergencies. They’ll have no insurance, so the bill for the ambulance, the ER, doctors, and everything else will go to the taxpayers.
