You are not going to see this memo before the start of Business on Tuesday. They don’t usually work Friday, and none of them are going to be in town the Monday after the Superbowl.
Tuesday morning is my guess.
Disclosure of the Nunes memo does not depend on any vote, unless the president has objected to any part of the memo. If the president has objected to any part, then public disclosure will wait until the committee meets.
If the president did not object, perhaps some clerk can post the memo on the HPSCI website on suitable instruction. I think though, five days has not elapsed or expired since the Monday evening vote. The controlling rule for release by the committee reads, in part:
The select committee may disclose publicly ... unless, before the expiration of the five-day period, the President, personally in writing, notifies the select committee that the President objects
In my opinion, the safest thing to do is wait out the expiration of five days. Tues-Weds-Thu-Fri-Sat. That way the DEMs can't assert any complaint based on deviation from procedure.
As of Sunday, assuming absence of objection, those who know what is in the memo will be free to disclose it. Sunday morning chat shows might be interesting for a change.
Any disclosure to the public before that will green light the DEMs to claim Nunes didn't follow the House rule.
