As I understand it, if a person from -- let's say Mexico -- commits a crime, that is recorded as a white person committing a crime.
But if a person from -- again, Mexico -- is a victim of a crime, then this is recorded as a minority being a crime victim.
Hispanics are either White or Non-White depending on the agenda.
