If we r going to rebuild their entire infrastructure, then there which not be a single power line or comm cable above ground. Bury all cables underground a transformers n switchgear located to take advantage of terrian n man made structure to protect the hardware.
Also, no money to the PR pols. Direct contracts to contractors w milestone payments only after completed, documented n tested.
Another issue not discussed is that when the original power poles were set, the area was more rural. You now have power poles in peoples yards with no direct access. Utility companies have to break down or go through one, two, sometimes three or more concrete/cinder block walls to get to the poles.
And if you think the fence owners are not going to charge the utility companies for damages to their fences...

“We need resources and security. We need a quicker logistical deployment,” Gov. Ricardo Rossello told NPR’s Mary Louise Kelly on Tuesday. “You know, the gas and fuel issue is not a matter of how much do we have it’s a matter of how we can distribute it.”
So, in other words, the US is getting it there, but they are failing to distribute it. So, as usual from the media, they are saying that Trump is to blame for Puerto Rico’s inability to get it done by their own admittance over an ultra-liberal media site. It shouldn’t get any clearer than that.

Puerto Rico and San Juan especially all had their hopes up that this hurricane would be a blessing in disguise. A Bail Out Opportunity. That thought has fallen flat thanks to Carmen Yuliz and the Unions.
In that case rebuilding and even moving entire routes may prove to be much faster. I live in rural East Tennessee. In my lifetime 60 years} the routing on my road has changed at least twice. The last time it was done when the substation was built. I have the 180K line for the substation running across my property behind me on the ridge.
