The best way to be poor is to be a criminal or a drug addict, or both. Or to have family members who are. These things make one really, really poor. No job; no housing eligibility.
The next best thing is to be lazy or pessimistic. No need to work for $2000 per month if you are going to lose $2400 worth of benefits. Or have to answer to the “man” who you despise and disrespect.
Then, throw in low IQ into the mix and one has an underclass. Welcome to every major blue city in the US.

The black poor are all members of the Black Urban Subculture that will not be educated nor work.

Basically, they are poor because there is no effort required, and insufficient discomfort, to being poor in the US. Up until they are slaughtered, cows will tell you they’ve got a pretty good life; urban livestock is much the same. All necessities (and plenty of luxuries) provided, and it is only questioned when they meet the end of their shortened lifespans violently.

Poor future time orientation and poor impulse control are two factors that come to mind. I also believe the endless victim mentality is passed from one generation to another within black families and endlessly reinforced by guilty white liberals within government, education and hollywood helps to continue that cycle.
There was a huge study that came out a couple of years ago, led by the Harvard economist Raj Chetty. He found that two of the biggest predictors of low upward mobility were 1) living in neighborhoods with concentrated poverty and 2) growing up in a neighborhood with a lot of single mothers.
3/4 of black children or more are illegitimate and come from families where this has been the norm.
Nor can blacks blame illegitimacy and the intergenerational poverty it creates on whites, because it is a historically new phenomena.

TLDR - welfare and black leaders saying sign up for it as reparations destroyed the black family in the 1960s and stalled improvement in those communities, and then they blame whites for it.
Twice as many as poor blacks, but it is a larger percentage of the black community while poor whites are ignored per their perceived privilege.
