Yes, according to article the officer driving talked to investigators but the officer that did shooting will not talk to them.
I once read a Sci-Fi story where the police used what the called a Slapjack. It was basically a sap with a drug injector. Like a "beber on stune" the subject is knocked out until the investigation is made. I'm not saying that is an answer, but it beats dirt naps.
I don’t know what happened at that crime scene. But what I believe is that a beautiful, innocent woman was unceremoniously gunned down by a muslim cop. I also believe that muslims should not be allowed in law enforcement or the military. Simply too risky.

Going by the investigators report and a map, she almost certainly approached the car from behind on the driver’s side. Noor may not have been able to tell the person was a woman, or her ethnicity. She appeared immediately after the loud sound, so he may not have noticed pajamas either. Police usually look at the hands first.
