Could be an actual surveillence camera. But more likey, it is someone who named their system that, and is in your area.
Real surveillance cameras operating on WiFi would use a innocuous name.

I have 90 acres of woods surrounding my rural house, and I see others wifis too.
It’s a joke. Surveillance equipment doesn’t connect to a network that also allows other devices on it. Basically, IP pools, static IP and / or a combination of non-broadcast SSID is always in play.
That was my thought too, except my nearest neighbor is over 200 yards away and over a hill.
Do your neighbors have similar large properties? One of the might have a router mounted really high to get more coverage or has swapped in a higher gain antenna than the FCC allows so his whole property is covered and leaks into yours.

I kinda doubt the FBI would name one of thier devices FBI camera. The rats have infested the FBI yes they are evil and deluded but not dumb.

Whoa! It looks like you are under surveillance by the FBI. Consider where you travel or have traveled to. Consider friends and acquaintances you communicate with by e-mail. Consider whether a bad guy has stolen your identity. Consider the amount of classified defense information you are cleared for on the job. Consider how many people you number among your friends and live outside the US. Consider who lived in your house before you.

Most of the folks here don’t have computers at all, but it only takes one. The only thing that was throwing me off is that I thought I could not get any of their signals here. If there is a way I could, then yeah, it’s someone using a funny name for their network.
And yeah, that was the “occam’s razor” explanation because, unless they wanted to “hide in plain sight”, the government is not gonna name their network anything like that. :)
The amplifier/repeater explanation is actually more likely.
