Imagine you need to cross a busy street, you have two options go across the crosswalk ( legally ) or take the quicker path and jaywalk ( illegally ) ... well imagine if coming to live in another country was like crossing a street.
At the cross walk there would be a open manhole covers with no road cones around them, a line of government bureaucrats standing between you and the "press for signal button" at the cross walks. The crosswalk light wouldn't work as the button would be missing or broken. The traffic would be constantly moving with through the intersection with then red light only last a few seconds.
Meanwhile up/down the road people who were jaywalking across the road would have a democrat crossing guard helping them across. Establishment politicians from both sides would be handing out sandwiches in the median and special interest groups on the other side signing them up for voter registration, and handing out money to them while thanking them for jay walking across the street.
Meanwhile people make the case that those poor people jaywalking sometimes get ran over, or they are being exploited by the people handing out job applications on the side of the road... so we should build a bridge over the road so they can cross over, even thought he foot bridge would bankrupt the county/city.
Wouldn't you say that jaywalking despite being illegal is being encouraged?

And the people who crossed the legal crosswalk feel like suckers for going through the trouble and expense of crossing the street legally. And when they object to the jaywalkers, they’re told, “How can you be so mean? YOU chose to cross the street, and now you want to deny others?”
