This is probably an ominous development, IMO.
The statement is going to serve to immunize the leakers. It’ll be “Oh, never mind those things that claim to be leaks from insiders”. You didn’t really hear them, they didn’t come from insiders, they mean nothing, please move along and let us do the serious and important work of this investigation. Now, he doesn’t have to investigate nor prosecute any leakers, real or not.
This is very not good. What remains after the release of fake news is the effect/impact of the fake news. It does not readily wash away, despite any retractions or qualifications. Otherwise this whole investigation thing would be over in all of its aspects. Now, he gets to employ the impact of fake news; then call it fake news, but it is you, the gullible listener, who’s getting inaccurate information and he’s still the authority because it is he who gets to divine whether any particular news item is fake or real.
Now they can leak and leak and it will make no difference and nobody needs to investigate.
That’s how this is going to work, IMO. Very not good.
IMHO, I think he is saying that what we are hearing from the MSM about Trump being investigated is BS.
Sources in the administration say this is not true and that he was wearing an explosive vest when he said it.

If Sessions had any sand, he'd fire Rosenstein for gross incompetence and for acting like a member of the deep state.
One thing Rosenstein’s statement does, or perhaps tries to do, is take the onus off Mueller and his staff. Who else would know such information other Mueller and his staff?
So, Rosenstein felt the need to tell us to not necessarily believe what was leaked. He evidently saw no need to criticize, let alone investigate whether they were actual leaks and who the leakers are.
