Easily solved. Keep your horses off the streets. OR stop, clean up the poop yourself. I think if it came to that, they would put on the poop bags. But wait.... who EMPTIES the poop bags? Right, of course, the slaves (kids) do. So it would work then.

We use hay and oats, used once on our garden!
We live 25 miles from the heart of the largest Amish community in the world, Holmes County, Ohio. Lots of it on the roads there. And Holmes County has buggy lanes on the main roads.
We buy eggs and produce from the Amish. Free range Amish eggs are the best, and we pay $1 or $1.50 per dozen, depending on size. We also buy Amish butter, and it is best when the cows have been grazing on Spring grass, a deep yellow/orange color, naturally.
Hmmm...horse poop on public streets. In many places it is legal. Where I live, happily, there is no law requiring diapers for horses. And horse poop is NOTHING like dog or people poop! I should know - I scoop enough each day from my corrals.
But if it isn’t legal, then either use the darn diapers or don’t go there.
Me? I’d also try to change the law. Horse poop on the street isn’t a big deal.
Do you go to the place on Rt. 27, in the strip mall? If so, its an amazing place...the quality of the meat is second to none.
Yes, it is no big deal. I don’t see anyone going back and picking up that dead possum they just ran over, lol.
BS, or Horse Manure, if they allow horses in town they must allow horse droppings.
Many, many years ago when I was a kid in Des Moines, Iowa, Flynn Dairy delivered milk residentially in horse-drawn wagons. They dropped the good stuff all over town. No Problem. What in hell is the problem in Kentucky? Get real.
And as kids, we had school trips to the dairy to see the horses and to see how they processed milk. Great experience! Not forgettable.
Yea. And based on my experiences in KS the Amish have no problem bumming a car ride, using your telephone or using a small Ford tractor with a cab containing 8 people to get around town.
Don’t get me wrong, they are a peaceful people and generally mind their own business but they tend to play their religious proclivities when it is to their advantage.
Regarding their horses.. They tend to be be worn out old race horses and they are generally not well taken care of...poor condition.

Me thinks these men art hiding behind their religion to avoid dealing with the mess.
I wonder if these guys leave horse crap all over their property & driveway? Imagine the smell & flies. I’m betting they have it cleaned up, probably by their sons & daughters.
