You left out the very crippled Supreme Court. Gorsuch might return the Court to its state prior to Scalia's demise, but he can do no more than that.
The half of the Court which believes that it is their job to improve on legislation rather than simply ensure that the government is properly constrained, will still be in place.
Also, I am not familiar enough with the other Circuits, but I believe there are plenty of mistaken decisions from them that could benefit from proper guidance from the Supreme Court.
