Donald Trump should just televise this Bill Clinton speech from 1995 and then simply state "I'm Donald Trump and I approve this message"

He only did this because the Democrats had lost the House of Representative to the Republicans for the first times since 1955 (40 years!)

Also note that Clinton did a better job at enforcement than either Bush.
