While pre-emptive pardons remain very rare, there are a few notable exceptions. Perhaps the most famous presidential pardon of all time occurred before any charges were filed. Gerald Ford's pardon of Richard Nixon absolved the former president of "all offenses against the United States which he
has committed or may have committed or taken part in" between the date of his inauguration in 1969 and his resignation in August 1974. In other cases, presidents have pardoned individuals after criminal proceedings have begun but before a judgment has been handed down. In late 1992, less than a month before leaving office, President George H.W. Bush pardoned former Defense Secretary Caspar Weinberger, who had been indicted earlier that year on perjury charges surrounding the Iran-Contra affair. (A lawyer for Roger Clemens' former trainer Brian McNamee claimed the pitcher might receive a similar pardon from Bush if he were ever indicted.) In addition, broad presidential amnestieslike the one President Carter issued to those who had avoided the draft during the Vietnam Warare essentially pre-emptive pardons issued to a large group of individuals. If someone hasn't yet been charged with a crime, how does the president know what to pardon them for? As in Nixon's case, President Bush could issue a pardon that applies generally to any crimes that may have been committed within a certain range of dates. More likely, a pardon could apply only to actions surrounding a single policy or placesay, the detention or interrogation of suspected al-Qaida members.

Mr_Moonlight wrote, “Hillary is now toast politically, it would serve no purpose to prosecute her at this point.”
Beg to differ.
This is a nation of laws. She broke a good many. She should be prosecuted.
The reality is likely to be that Zero will issue a pardon, but the Congress should still examine, closely, the activities in which she has been engaged for many years. The examination should include her inner circle and ‘staffers’, as well.
I hope never.
She sent a Spirit Cooking pedophile out to cover her sorry ass because she didn’t have the courage to come out in defeat. She had her pervert send them away. She should rot in Hell.
Well OK, but what the heck? We, us Americans, don't really do tar and feathers like was done in the old world of Europe or other hot-head nations thruout history ... we prefer to keep these things on a higher level, and that's what makes America so unique and exceptional.
Hillary Clinton is done. Finished. The People have spoken. It makes no sense to drag her criminality into perpetuity .... pardon her, and then move on ... wash the lice out of our hair ... Make America Great Again ... then forget about Hillary Clinton .... she is nowhere anymore !!!

On the contrary, tarring and feathering was practically unique to America, from the colonial era into the mid-late 1800’s. The Stamp Act, The Townshend Acts, the Regulators of the Carolina backcountry, the Revolution, the Whiskey Rebellion...

You’ll find American history quite fascinating, once you get into it.
The NYPD is highly pissed at the Clintons et all and will prosecute if the DOJ doesn't
The NYPD CYA'd their asses by copying Weiner's computer and they have it on thumbs or whatever.
They are blackmailing the DOJ
Soldiers don't like the murderer of their buddies to go free ... Cops don't like cop killers to even live, and the rule of law allows for no statute of limitations in some quarters.
Hillary's going to prison and so will "the foundation" and all involved with it ... maybe even Webb's daughter.
Danny Williams is looking for BJ to confess he's his daddy.
Well OK, once again, but in this day and age it really doesn't bode well for us to be bringing up that old time practice as it applies to modern politics. The Wicked Witch of the West/East has been slayed at the ballot box. Sure, we like say "tar & feather" as an anecdote, but the reality of it all is that the Lefties have been metaphorically 'tarred-n-feathered' tonight. Let's now move on from that and Make America Great Again !!!

Obama was campaigning for his legacy and not for Hillary as a person. Nothing has happened on the 8 years since she ran against him to change his attitude. He will pardon her because that would seal the belief in her guilt,
Any legitimate investigation involving Hillary Clinton should be pursued fully and without preference. She is not above the law. Others have been imprisoned or hounded from office for far less. Equal justice demands it.
No.
You either believe in the rule of law, or you don't.
Get thee behind me, Bush!!!
Pardon?
My question is how long before she flees the country?
Ditto for Obama.
I also think he might not pardon her. He would have to issue a constitutionally questionable and vague pardon for any and all crimes. (Her crimes and criminal conduct are so extensive) Making her beyond all law. I do not think this is the power described in art 2, sect. 2.
In absence of an Obama pardon, the Clinton’s may flee to some foreign country conveniently with no extradition and take their ill gotten millions with them. The rest of the co-conspirators like Huma, Podesta and Cheryl Mills will face jail time. FBI Director Comey may be found to have been taking bribes... really tough prison time for him
I definitely want people in jail. And I’d like to see Scott Walker as Secretary of Labor with a mandate to end all government unions. Firing a civil servant should be a simple matter. That might keep people at the IRS, State and DOJ a little more honest.
I’d like to see the Clinton’s living in the Ecuadorean embassy in London, free from US prosecution. I sort of expect Obama and his family to flee to Saudi Arabia and live openly as Muslims.
Dont be surprised if she doesnt get a pardon. Obama would love to see her hang and there is nothing to gain by issuing one.

I agree. The Trump win puts a whole new twist on the pardon thing. The idea was for Obuckwheat to pardon Hillary, then when she is president she will pardon him. Now his pardon will never come, so he has nothing to gain, and he’s not one to do favors without huge compensation. He will lose either way, so why not let her twist in the wind?
With no pardon, she’s a dead duck and will certainly try to take him down with her. I think they will both be forced to take their ill-gotten loot and bug out to Kenya, Qatar or some such hideout.
For me the greatest win personally is to never have to deal with these Clinton slime again. Their dynasty and fiefdom is effectively ended.

Anybody got a good nickname for Slate, like Washington Compost?
