I believe it was the New Orleans shootout with Mark Essex in 1973 that caused the first SWAT team to be formed. That was with local police.
Then in 1997, there was the Hollywood shootout in which the police had to borrow rifles from a local gun store as the perps had full auto machineguns and body armor.
In all three cases for some reason the law enforcement agencies thought a handgun was plenty. It wasn’t.

The black apologists like to forget the facts around Mark Essex. The authorities had to go around the possi comitatus act to get him when he was holed up in the hotel.
