Since when do you need an indictment to arrest? Many times an indictment follows arrest.
The point is that no president can pardon himself so when the game is over the last "pardoner" is going to be left holding the bag.
There is an understood rule that Presidents don't go after ex-Presidents in a legal way. Even Obama didn't try to prosecute Bush or Cheney even though the MSM and the DNC would have cheered such efforts. Whether Trump would feel constrained to follow that convention is unclear.
So long as someone is President, they have the power to pardon people. There is a school of thought that he could pardon himself, but that has never been done. It would be a supremely interesting case.
I wouldn’t get hung up on high-ranking people being indicted or imprisoned any time soon, though they deserve it.
That’s another reason why Trump would cut such a deal. We know Hillary won’t go quietly but pulling the Clinton syndicate down is needed to drain the swamp. Obama will be much more inclined to ignore her attempts to wheedle a pardon from him if he knows his own hide is safe. Besides, I expect Trump to appoint Obama a “special ambassador” to the inner cities as part of Trump’s plan to revitalize them.

Interesting, though implausible, scenario. After the pardon, Bidet could appoint Hitlery as his VP, resign at 11:55, and attend the immediate swearing in of the historic first female POTUS (but let her serve only 3 minutes so she wouldn’t have time to order a nuclear war).
That grand jury will not hear any email testimony. EMAIL grand jury would be in D.C.
When a Vice President is chosen, he or she has to be confirmed by Congress. So if Bidet resigned, Paul Ryan would become Acting President, if he has not been replaced before then as Speaker.
They can only recommend charges to DOJ.
