“CIA is not permitted to operate inside the US.”

And, when they do operate inside the US they use credentials of a different agency. Occasionally, when they bump into that agency, it kicks up a ruckus. When a company I worked for had a program for the CIA they identified themselves as Defense Intelligence agents.

This began when J. Edgar Hoover refused to cooperate with the CIA and share intelligence.

He was a weird guy with ego and ethics problems, but he was astute enough to spot some of the problems in the CIA (and by extension, the old OSS).
