Just out of curiosity....what 17 intelligence agencies exist in the US? The FBI and DEA don’t count because they are law-enforcement....not intelligence collection.
NSA, CIA, ? Who else? Or are there ultra-secret-secret agencies that we just aren’t aware of.
DIA, NRO, the Navy has an intelligence agency although I don’t recall it’s name

FBI is domestic counterintelligence. CIA is not permitted to operate inside the US.

They are all subsumed under the Office of the Director of National Intelligence. IT calls itself the 17th center.
To my mind it is just a bureaucratic clearing agency for intelligence and the President only has one director to brow beat for what he wants to say. It was one of Bush’s bright ideas (like DHS and TSA) and he decided to give the smaller DNI the authority over all the other 16. Prior to that it wasn’t even included in the 16 centers collection that I can recall.
“Russia has engaged in using espionage against the US”. This is a rather serious, reckless unequivocal statement. Along with this and her leaking of nuclear weaponry procedure, it seems the former SOS has crossed a line, forsaking national security for her campaign for POTUS. That kind of desperation is scary.
Maybe she meant “17 people who are intelligent in government”—still a lie!

And, when they do operate inside the US they use credentials of a different agency. Occasionally, when they bump into that agency, it kicks up a ruckus. When a company I worked for had a program for the CIA they identified themselves as Defense Intelligence agents.
This began when J. Edgar Hoover refused to cooperate with the CIA and share intelligence.
