I’ve searched Wikileaks site for the phrase “state.GOY” and find there are over 2,000 instances of that email suffix appearing, reflecting presumably messages to people working at the State Department. What to make of this? Maybe we can reason together and come up with what’s possibly going on here.

1) It could be that some State Department employees’ email addresses appear incorrectly in one or more people’s contacts list, and the sender simply never noticed that the address was wrong. Such a thing has happened to me and likely others, too. Sometime people wind up with more than one version of a contact’s email address, after failing to erase a wrong version that had a typographical error.

2) When only the listing of the person’s name/the pseudonym for the name shows up in one’s list, one doesn’t even see the actual email address of the person. it could be that someone a bit dyslexic would type the key “y” instead of the “v” - the “Y” is directly above the “G” one line up on the keyboard, analogous to the “V” being one line down, directly below the “G.”

2) It would be calculated and devious, but entirely possible that there is indeed a domain “GoY” in addition to “GoV, “ domain that also leads to State employees and/or others not at State - perhaps an alternative suffix known to insiders that gets to the people, but winds up not searchable or, more important, not subpoena-able when what it requested is all emails with the “GOV”
suffix!

3) That copyright symbol instead of the “at” sign remains odd and I don’t have a good hypothesis for it at this point as a typo, though it could be a message that would just not ever have gotten to where it was intended.

And where is the AM/PM on the Sent time. Do they mix the 24hr times? In the message both time modes are used.
