No, I think Bosnia was an over-all campaign to leave some sort of legacy (other than the blue dress). The bombing in Iraq was a sort of spur of the moment deal that occurred right at the time of the impeachment proceedings. I still remember one of the CNN infobabes saying something like "how can they even think of impeachment at a time like this!", which pretty much shows why he did it.
