In the last presidential election there were 10 counties in Colorado with over 100% voter turnout. My county had 104%. How does that happen if there is not ballot stuffing?

Does 104% mean more votes cast than those registered to vote? Were more votes cast at polling place than those recorded as showing up on election day?

How does that happen if there is not ballot stuffing?My answer used to be to invalidate all returns from any district with that problem But then I realized that the RATs would simply stuff reliably Republican districts with excess votes and get the results thrown out.
