There are supplementary feeding systems that allow a mother who is not producing milk or is producing insufficient milk to feed the baby either formula or donated breast milk. These use a small plastic tube that is taped to the mother's breast with the opening near her own nipple.
The purpose is to allow the baby to learn to nurse at the breast and to stimulate the mother's own milk production.
Whether this is relevant to the situation in this article is impossible to tell because the writing is so completely upwhacked.

Unless somehow her breasts had been injected with another woman’s breast milk??
Ever hear of a breast pump? Our daughter, and now our niece pump excess milk and freeze it for feeding the child at other times, like when Mom’s back to work. There are hand operated pumps as well as electric.....that can even be run off the car cigar lighter socket.
