Bad report. He is using hyperbole and sarcasm against Reporters from the establishment who take his words out of context.
It is the establishment who looks the other wat when someone kills journalists here in the Philippines...often the murders are professional hits ordered by corrupt politicians and businessmen who kill whistle blowers.
Duterte’s over the top rhetoric has already sent a message that he will punish the crooked ones who divert public money into their own pockets. This article is the crooked political establishment defending their own.

I watched him refuse the call to run for the Presidency and then there were two ... Trump and Duterte, both seemingly not wanting the job but because of differing, but similar urgency's ... they stepped in
Both too, took the popular vote by storm and both are geographically poised to give China "a good talkin' to"
