There are some women, even if wearing a dress and high heels, that might be mistaken for a man dressing as a woman. This is the problem with this bathroom policing stuff. Who is going to check and how?
I don’t know how to get past this problem.
What people are witnessing is a social revolution in that those that were outcasts(criminals, perverts etc.)and those who did not even belong to white Western European Society(i.e. blacks and Asians, etc.) are now elevated into positions of authority. Naturally such people will seek to impose their “greatest goods”upon the rest of us-(who are moving into the status of conquered people.)

I am mystified too. I have had very short hair (think Judith Dench style) for 25yrs. I have only ever gotten compliments and/or requests for the name of my hair stylist.
I have never been called names or been mistaken for a man. I also live in levis and t-shirts.

I know a lot of people who have done this. They’ve never once had this problem however.
I know a lot of women who have very short hair and have never been called what she said she was called in the bathroom at walmart.

"Cisgender" means you identify with the gender you were born as and you are sexually attracted to the opposite sex.
