I spent time hunting them. From what I can tell from the information available it'll be slow, noisy, limited range, and an accident waiting to happen. The Soviets used liquid fueled missiles on their Boomers and they almost lost a couple through fuel leaks.

Gee, if they have a boat, and they’re going to be killed if they go back, or starve if they stay at sea, I would think the logical choice would be to sail to another country.
