Scarsdale is not in New York City. It is a suburb. If you're in NYC, Scarsdale is only UP. From The World Trade Center north ("up"), it goes Downtown, Midtown (Manhattan), Uptown, Harlem, Bronx, Yonkers, Bronxville, Scarsdale, etc etc on UP.
The entire story is clearly bogus.

There aren’t any Trump properties closely north of the address? Which would make it down to them? (Also, downtown is downtown no matter what direction one heads towards it.)
Sorry, but your analysis is flawed. Up doesn’t always mean north and down doesn’t always mean south. I omce lived in a city where uptown was west of the center of the city and downtown was to the east. Plus a suburb where my girlfriend lived was located directly south, but was referred to with the name west.
If one lives in Scarsdale they may be used to saying "I'm going down to #711" because they are local in that town, also depends where their house is located in relation to the #711.
If Trump was in Scarsdale at the time, he'd say "down". If he was in NYC and was on his way to #711, he'd say "up".
This is a silly argument anyway. Wait for the video showing him at the #711 :-)
