Not quite. Gravitational attraction is instantaneous, it is just the transmission of gravity waves that happens at the speed of light. Gravity waves do NOT produce the gravitational effects we are all familiar with, those are produce by the warping of spacetime. Gravity waves are undulations in spacetime due to some violent change in the local geometry of spacetime.

If you think of the old “bowling ball on a rubber sheet” analogy of gravity, the gravitational attraction is due to the downward pressure on the rubber sheet from the mass of the bowling ball. Gravity waves would be like the outward ripples that you would see on the sheet itself if you suddenly tossed a second bowling bowl onto it.
