When did that penalty come in existence in the 1990s? NFL didn’t need it for the first 70 years. And there was plenty of back and forth jaw jacking for the first 70 years.

NFL had a different culture. Players didn’t jaw so much. More importantly they kept their jawing just talking, Talib was chest thumping, and making contact after the play. It’s unnecessary behavior. Notice Talib just took a facemask penalty, punks is punks.
