Rubio is pro-amnesty. Whatever else he may have right is of no consequence. I wouldn’t object to him being in the VP slot for political expediency, but I wouldn’t vote for him at the top of the ticket.

Trying to get the most social conservative votes is useless; you have to get more votes than the Dem so you need low infos and Reagan democrats.
