My Rottweiler would go into berserker mode,Heâs only done that once,and I have to admit it scared me a little bit too.
Good for him, I have no problem with that..........I love big dogs, especially shepherds, and I ain't in no way going to taunt or tease one.........

No, it isn't. K-9 dogs are considered to be 'officers'.
Like you said, this youtube video shows a group of K-9 dogs receiving badges, and they do call the dogs "officers" there (as evidenced in the video).

Also, a Google image search for k9 dog badge will show a lot of different badges worn by various K-9 unit dogs in various cities.
