I think not. I think he's sensible. He decided against "getting his ass kicked by the police".
If he'd made the cops chase him, you just know (per Chris Rock's wonderful video) that they'd be bringing an ass-kicking with them.
So instead, knowing it was only a matter of time, he wisely turned himself in.
Assuming he knew what he was doing, of course. If he was just bragging, well, get him some of that water you mentioned...
It’s possible, but I don’t think that long term planning is this guy’s forte.
