When they left for PR from Jacksonville on Tuesday the tropical storm, not a hurricane, was forecast to go north and away from Bahamas.

There is ALWAYS uncertainty with hurricanes. Why didn’t this ship stay in port? The ship could have been destroyed tied up at the dock but the people might not have died.
