Looks like he’s trying to sleep off a meal of peppered kayak.
It may be brown, but it’s a black bear. One that has been around people too much and will eventually pay the price - hopefully before someone gets killed.

There are no “Brown” bears in Lake Tahoe. What you see is a light fur black bear. They aren’t very aggressive and unless totally cornered with cubs will run.
