It was meant as sarcasm and it was intended to portray the cops thoughts toward the Citizen. In this day and time, police officers that treat the Citizen are in a tiny minority. Almost non existence.

They seem to continuously forget that regardless of their training and tactics and equipment and attitude and budgets and military vehicles... that they are not prepared to operate on an even-force basis.
They don't have the cohesion of a military unit - nor should they. Some of those guys don't seem to realize that their job effectiveness utterly relies on cooperative citizens. As has been repeatedly demonstrated, if the population were to go feral, there's no way to cope with that.

Thanks for posting the decision itself. It's always useful given how poor such things are reported through the media.
Here's an interesting slap down of the officers from the opinion:
Even if the unconstitutionality of the alleged conduct was not clearly established through case law, the violation was so obvious a reasonable state actor would know that his actions violated the Constitution. Siebert, 256 F.3d at 654. The likely reason why there are so few analogous cases (Williams is the only factually similar case this Court has found), is that police officers know better than to detain, arrest, and jail someone in these sorts of circumstances.
In other words, cases with these particular circumstances don't come up often because most cops are smart enough to know that you don't detain a woman in labor.
