Dark streaks on Mars's surface may indicate liquid water Rainbows may indicate a pot of gold. Besides, water doesn't necessarily indicate life; past present or future ... just indicates water.

Mars probably does have water under ground. We know i has been hit by meteors and commits, most commits are just dirty snow balls.
The question is why it wouldn’t still have surface water frozen at the poles at least.
Perhaps there is no life o Mars because God didn’t want to put any there.

We need to spend more money on NASA and exploring Mars.
There are quite a few reasons why. Water would certainly one of them but it is more for the minerals that could be contained there.
There is nothing wrong with science and investigating the possibilities.
