I think it's just an awkward sentence that would read more clearly:

"In Rhodesia in the 1970s, he was asked to gauge the intentions of the then government. Later in the 1980s, he was asked to find out what the South African government planned to do with its nuclear weapons in the post-apartheid transfer of power to the African National Congress (ANC).--

—agree—(I thought studying English , followed by Journalism school and having an editor was supposed to fix writing such as this)
