Man allowed to keep garden strewn with clutter 'because he is a hoarder'

A man has been granted official permission to continue storing dozens of old doors and window frames in his front garden because he is a hoarder.

The man’s neighbours are furious that he has been given the dispensation to carry on filling his front garden with the surplus domestic fittings.

Michael Legg, whose lawn is strewn with years worth of clutter, was previously granted planning permission to use his bungalow for retail purposes.

But since the permission expired in 2007 he has failed to revert the property to solely domestic use and the garden is now overflowing with detritus.

Somerset District Council imposed an enforcement notice on the property near Yeovil, Somerset, to comply with the conditions, but Mr Legg appealed last October.

Planning inspector Graham Self has now quashed the council’s notice, describing it as “flawed” insisting that Mr Legg is a “hoarder” rather than a businessman.

Mr Self said: “Mr Legg has obviously become a hoarder, and storage is the predominant component in the current use.

“The extent of storage is such that parts of the site are inaccessible, and it is difficult to move around...

Hey, I’m more in favor of these guys being a “protected class” than a lot of the others we have been stuck with. At least they can make a decent argument on pure private property rights grounds.

It would be fantastic. I would know where to go to scrounge metal when i am making something.

True dat. While having this guy as a neighbor may be a pain, there are tons of protected classes waaaaaaay worse.

It appears that he is a neat and tidy hoarder. You could easily find things.

It’s his property. If there were other people in that neighborhood who weren’t too lazy to work, they would probably buy some of those parts from him to build better, nicer looking things. But except for him, the neighborhood’s inhabitants are apparently lazy and living high from government incomes.
