Regarding the recent shooting of a motorist by a University of Cincinnati police officer...I know it's a minor point, but why in the world is a university police officer making a traffic stop for a licence plate violation?
University Police are law enforcement officers. By the way, there are dozens of polices agencies working in DC! Below is a list of just some that I can think of.

Agreed. The prosecutor in this case is all worked up, and says it's a very obvious case of murder. But the cop says he was dragged by the car. That would make the shooting self-defense.
The video I saw supports neither theory. Maybe some versions of the video that are floating around have been edited?
Don’t know the situation here, but Arizona State University Campus Police have full police powers on all University property. This includes three major thoroughfares (University, Apache, and Mill) that most folks believe to be City of Tempe streets. They aren’t.
Where I work, the University police are licensed peace officers, by the state. We had a brouhaha a few years ago where one of our UPD officers left campus to back up the city police for a call. He supposedly radioed dispatch to say where he was going, etc. Nothing bad happened on campus, but he was fired for leaving his post. However, the brouhaha started because he was fired “backing up local enforcement”. It was all over the radio (locally, at least), and the then chief ended up resigning a little while later.
We’ve had shoots outs right across the street. We’ve had bike thieves get on (at least local) TV spouting allegations of police brutality because 10 seconds of video showed him sitting on the curb after the bait-bike (yes, it’s a thing) stopped working, and he got hit a few times with a baton (because he never complied with the put your hands behind your head, etc.).
Our UPD officers do stop people on the streets around campus - because it does have a direct impact to the students (staff, faculty) who live in the neighborhood and walk/bike to/from campus.
Remember the kerfluffle with the Black Women’s Studies professor at ASU (Tempe, AZ)? She got thrown to the ground for resisting an officer’s directions.
On campus. No where else.
Same reason any other cop makes a traffic stop: $$$. And as you say they are actual cops usually.
I’ve googled the intersection where DuBose ended up (Rice and Valencia), and it’s about a mile or so from the campus, maybe a mile and a half. It may well be within the area that is listed in the UC police jurisdiction.
At least they describe themselves clearly.
In 1960s at Penn State the frat had an old Cadillac hearse with the back door removed. We used it for shananigans and pantie raids around campus. No one objected. It was tradition. One day we were stopped by the campus clown [police, one officer]. We promptly grabbed him & threw him thru the caddy back door into the arms of several scantily clad coeds who covered him with lipstick. We then drove him back to his campus security office and kicked him unceremoniously out the back door of the hearse, half his clothes gone. It was all in fun and no one ever filed charges. During Nittany Lion post-football game victory rallies in downtown State College, we used to surround and disarm the State Troopers and carry them around our shoulders. The troopers were laughing their heads off. Times have changed for the worse.
In my former home city the university police had full police jurisdiction within a several block radius of the campus per city ordinance.
This smells like a false flag.. Check the ‘cop’s’ belongings for a DHS or DOJ badge. Wouldn’t surprise me if this assassin was at Twin Peaks, too.
I just watching the video as well. The guy was obviously trying to take off. The officer pulled his weapon as it looked like he was going to be run over (as he immediately said after turning the vehicle off).
I feel for the man killed - if he just had his drivers license on him all that would have been avoided.
And handing the officer a bottle of gin? (even it did have pee, or whatever in it)... STUPID.
They go through the same police academy as normal police officers...have the same arrest powers. In our city...they have jurisdiction on all adjacent streets and in the off campus student housing areas.
