My AT&T uVerse in Sacramento rocks 7x24x365 but costs an arm and a leg.
My service is so fast I had to chain down my laptop and I still fear getting too close to the screen.

My answer: Both. As good as 100 Mbps and as bad as .3 Mbps.
And this variation can be over a time period of a few minutes: Great. Terrible, Great in less than 5 minutes.
Time Warner. Maybe that explains it.
I had a very successful and very profitable business until high speed cable came along.

This is smoking compared to the 300 baud I first hit. Does Netflix just fine. And this is with a wireless router shooting to a TV in the next room...

I have to hand my posts to a guy on a pony, who rides to the nearest telephone pole and using a telegraph sends it to some pinhead at Windstream. Replies come back the same way.
Poor little pony gets really tired at night.
Seriously, our DSL is slower than most dial up. Can’t use Netflix. They’ve been out 10-15 times because phone kept going out. They’ve been told every time that the internet sucks, and still haven’t fixed it.
Windstream bites the big one.
