Not if the water chemistry is balanced, the chloramine level is low, and chlorine level is no higher than necessary. There is more to the equation than chlorine.
Properly balanced pool water, especially with slight salinity such as can be found in pools utilizing electrolysis of salt for chlorine production, is very easy on the eyes.
