I see none. They didn't say capitals of their respective countries, but cosmopolitan capitals. Kinda like saying Hollywood is the movie capital of the United States.
Then they still shouldn’t use the word “Capital”.

Very funny. Impartial between Chicago and NYC?
Why not? Again, using my example of Hollywood. They modified their particular definition of capital by using cosmopolitan in front of it.
She used "cosmopolitan" before the word capitals in the sentence, which does the same thing that financial would have, it modifies the meaning of capital in this case. She's not claiming they are the capital cities of each respective country, even though London is, she's claiming they are the "cosmopolitan" capitals. Kinda like Chicago being the murder capital, Hollywood being the movie capital, etc...
