Call the police and tell them the neighbor may pose a danger to your children. Put a fence up between the yards.
Out here in the country my neighbors had loud music playing till all hours so loud our windows rattled. The next time they tried that I took my mini 14 out and sighted in the new scope at a target. No more loud parties since then.
If I received a note like that the neighbor would wonder how that skunk got into her back yard. NOTE: If you get a skunk in a live trap, cover with blanket, spray with starter fluid (ether) so you can release him safely elsewhere.

I’m the only granny on our block and I love living here. May change my mind when all these boys get old enough to drive though. For now though I just have to be careful when I back out of the driveway so that I don’t run over some temporarily abandoned scooter or bike.
Laws about mailboxes are usually enforced as enhancements to other crimes like mail fraud where a person will steal main out of your mailbox to credit card offers. But if this story isn’t fake anybody dumb enough to think they can call the police for kids giggling in their own backyard is dumb enough to worry about mailbox laws.
That is what my mom would have done when she was young.
When she was young, she was feisty (she is 80 years old and still feisty.)
