6 inches is hardly “basically no snow” in New York City. New York is not Boston or Buffalo: a major weather system usually brings in warmer air from the ocean, meaning the same storm that brings major snowfall in Boston usually brings a lot of rain in New York. On average, NYC gets 2 feet of snow over an entire year, much closer to Washington (15 inches) than Boston (46 inches).
