You seem to have really lost the focus of your initial point, though I can’t blame you, the original point sounds rather nonsensical.
It’s too bad that they all didn’t turn their backs on him.
Non sensical to be fiscally responsible in the spending of local tax revenue to attend an unaffiliated event in another state? I’ll stick to my guns, thank you very much.

However, I'm still curious to know if any local tax monies were used to pay for salaries, hotel, food etc at an out-of-state event, which I would consider outside of the intended use of my local taxes.
I doubt he was dis-invited. The policemen’s unions made it clear they didn’t want him there, but the families didn’t dis-invite him. It’s standard protocol for the mayor to attend the wake/funeral of a policeman/fireman killed in the line of duty. It would take the family’s actively asking him not to attend, and that just didn’t happen. The unions or the dozens/hundreds/thousands of NYPD don’t make that call.

Just check into cop attendance at funerals. There have been many high-profile LEO funerals over the years (such as after 9/11) and probably many were paid for by the union or with funds from a benevolent society. Some, particularly afer 9/11, may have been paid for with special allocations from the local government.
And as for what happens when the cops get there, that’s up to them. Most of those who didn’t turn their backs put their heads down, but if you have a mayor who actively refuses to support the rule of law, what else can you do without resorting to violence?
