If the dog sees something across the room and decides to get up and go to it, the child could fall.

It's just commonsense that dogs are not stepstools.

It's not good parenting to encourage this. I don't care who she is.

Why would you wait for the dog to be in pain? Good parenting would have him disciplined for stepping on the dog in the first place.
