The sense of it is the FBI-DOJ people who wrote this complaint are trying to send a signal to the rest of America- around a Presidential office hell bent on avoiding reality and downplaying the content. You’ve just got to read it.

Your NYTimes link says Enrique Marquez was at work at Walmart during the shooting. During the police dispatch recording that day, the cops were all around a Walmart chasing that mysterious third gunman. Just sayin’.
