It's also argued that one can be a citizen of a city or town without being a citizen of the U.SSure and aren't we all just citizens of the earth?

Liberals can rationalize anything. When it's in their interest to do so. In this case, they are running out of voters. Their lunatic policies are being rejected by everyone except Blacks, the free stuff crowd and outright Communists. That's not enough to win elections, so they have encouraged widespread illegal immigration who will provide a reliable voting block. Voter fraud hasn't provided enough votes either, so they must permit non citizens to vote.
It's all about votes.
